Date of Occurrence 2/10/80 Time of Occurrence 1900 Unit 1, 2, 3 Irkntification and Description of Occurrence TVA Division of Engineering Design notified BFNP that design problems existed whereby, should a recirc line break be followed by a RBCCW line break, the RBCCW system could drain and thereby degrade Primary Containment integrity.

Conditions Prior to Occurrence:

Unit 1 - scheduled refueling outage.

Unit 2 - 1087 MWe steady state.

Unit 3 - 1100 MWe steady state.

Acti;n specified in the Technical Specification Surveillance Requirements met due to inoperable _equigment. Describe.

None.

Apn.tr<;nt Cause.,f Occurronce:

Design deficiency.

Analysis of Occurrence No danger to health or safety of the public, no release of activity, no damage to plant or equipment, no resulting significant occurrence.

Mrective Action :

Procedure change being implemented to isolate RBCCW lines to avoid degradation of Primary Containment integrity in the event of a break in a Recirculation system line of twelve inch or larger.
