Two pumps,1-Ril-159A & B are provided to collect air samples. Normally or.e pump is opera ting wi th one used as a spare.

On 10-5-78, the breaker to 1-RM-159B was opened to allow repairs on the pump. Unknown to operating personnel, the breaker to 1-RM-159B also supplied power to 1-RM-159A and power was lost to 1-RM-159A. Approximately two-(2) hours later, it was realized both pumps were secured. 1-RM-159B was repaired in this period and power restored to both pumps.

Probable Consequences of Occurrence:

The Reactor Coolant System leakage detection systcms required by T.S. 3.4.6.1, are provided to monitor and detect leakage from the Reactor Coolant Pressure Boundary. The loss of the radiation monitoring leakage detection portion of this system for approximately two hours, which was within the six hours Action Statement given in this specification, resulted in no danger to the operating personnel or the public.

Cause:

The design of the Particulate and Gas Monitoring System does not provide for separate power supplies to 1-RM-159A and B. Thus, isolating power to one motor isolates power to both motors.

Immediate Corrertive Action:

Restore power to the containment particulate and gas monitoring pumps.

Scheduled Corrective Action:

A means of providing separate power supplies to these pumps is presently bning investigated and will be implemented by means of a design change.
