ALABAMA POWER COMPANY JOSEPH M. FARLEY NUCLEAR PLANT DOCKET NO. 50-348 ATTACHMENT TO LER 78-079/01X-1 Facility: Joseph M. Farley Unit 1 Report Date: Event Date: 11/14/78 Identification of Event The water volume in both fire protection water storage tanks was below the Technical Specification 3.7.11.1 required minimum contained volume of 250,000 gallons per tank. Conditions Prior to Event The Unit was in Mode 1 operating at 100% steady state power. Description of Event At 0530 on 11/14/78, the Shift Foreman was notified by Unit 2 construction safety personnel that the water levels in both fire protection system water storage tanks were below 12 feet. The actual volume in each tank was approximately 115,000 gallons, which is less than the Technical Spgeification 3.7.11.1 required minimum contained volume of 250,000 gallons per tank. The two well water pumps had been running all night. The water treatment plant was in service all night. The motor driven fire pumps (which start on a low fire main pressure of 90 psig) had run from approximately 2200 - 2400 on the previous night and from approximately 0330 - 0430 the same morning (11/14/78). Shif t personnel were investigating the cause of the motor driven fire pump starts when notification of the low tank levels occurred. Shift personnel were unaware that a tie-in to a four inch fire main had been made to supply water to the Unit 2 condenser for hydrostatic testing. When the Shif t Foreman determined that the decrease in tank levels was due to the Unit 2 construction activities, he had the construction personnel secure their use of the water. The Shif t Foreman also secured the well water supply to the water treatment plant to allow a maximum filling rate to the water storage tanks. The tanks were restored to within the Technical Specification 3.7.11.1 requirements at 1240 on 11/14/78. Designation of Apparent Cause Unit 2 construction personnel failed to coordinate construction activities with operations personnel.

,.> 78-079/0 lX - 1 Analysis of Event The tanks were returned to an operable status within the time limit specified in Technical Specification 3.7.11.1. Technical Specification 3.7.11.1 action statement requirements were met. The health and safety of the general public were not affected by this occurrence. Effect on Plant This occurrence had no significant effect on plant operations. Corrective Action The tank levels were increased to meet the Technical Specification 3.7.11.1 requirements. The use of fire protection system water will be restricted to fire protection training and actual emergency use unless authorized by the Shift Supervisor. Failure Data None}}
