In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant(VEGP) Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.2.05.07e [Index Number 880]

for verifying that as-built shielding identified in COL Appendix C Table 2.2.5-1 meets the functional requirements and exists below the filtration unit, and within its vertical projection. The closure process for this ITAAC is based on the guidance described in NEI 08-01,"Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

I nspections/Tests/Analvses Inspection will be performed for the existence of a report verifying that the as-built shielding meets the requirements for functional capability.

Acceptance Criteria A report exists and concludes that the as-built shielding identified in Table 2.2.5-1 meets the functional requirements and exists below the filtration unit, and within its vertical projection.

ITAAC Determination Basis An inspection was performed to verify that the as-built shielding below the Main Control Room Emergency Habitability System (VES)filter is capable of providing attenuation that is sufficient to ensure main control room doses are below an acceptable level during VES operation.

VEGP Updated Final Safety Analysis Report(UFSAR)subsections 6.4.2.6,12.3 and 15.6.5.3.8.2 (Reference 1) provide the functional requirements for VES filtration unit shielding (MCR Filter Shielding). The shielding is required to be composed of either tungsten that is 0.25 inches thick or stainless steel shown to provide an equivalent amount of shielding, the length and width of the shielding match the length and width of the filtration unit, the shielding is located below the filtration unit, and within its vertical projection.

The inspection was performed during a walkdown of the as-built VES filter shielding in relation to the VES filtration assembly. The walk-down inspection report resulting from the walkdown exists (Reference 2) and demonstrates that the functional capability of the as-built shielding identified in Combined License(COL) Appendix C Table 2.2.5-1 meets the UFSAR functional requirements (Reference 1). The shielding exists below the filtration unit, within its vertical projection. The shielding plate length and width dimensions encompass the bottom of the filter unit assembly and is composed of a stainless steel plate that provides attenuation sufficient to ensure main control room (MCR)doses are below an acceptable level during VES operation.

The inspection report exists and concludes that the as-built shielding identified in Table 2.2.5-1 meets the functional requirements and exists below the filtration unit, and within its vertical projection.

U.S. Nuclear Regulatory Commission ND-19-1025 Enclosure Page 3 of 3 ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company(SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 2.2.05.07e (Reference 4)and available for NRC review.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 2.2.05.07e was performed for VEGP Unit 3 and that the prescribed acceptance criteria are met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
