Ladies and Gentlemen:

Pursuant to 10 CFR 52.99(c){3), Southern Nuclear Operating Company hereby notifies the NRC that as of December 19, 2018, Vogtle Electric Generating Plant (VEGP) Unit 3 Uncompleted Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item E.3.9.03.00.01 [Index Number 847] has not been completed greater than 225-days prior to initial fuel load. The Enclosure describes the plan for completing this ITAAC. Southern Nuclear Operating Company will, at a later date, provide additional notifications for ITAAC that have not been completed 225-days prior to initial fuel load.

This notification is informed by the guidance described in NEI 08-01 , Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52, which was endorsed by the NRC in Regulato ry Guide 1.215. In accordance with NEI 08-01, this notification includes ITAAC for which required inspections, tests, or analyses have not been performed or have been only partially completed. All ITAAC will be fully completed and all Section 52.99(c){1) ITAAC Closure Notifications will be submitted to NRC to support the Commission finding that all acceptance criteria are met prior to plant operation, as required by 10 CFR 52.103(g).

This letter contains no new NRC regulatory commitments.

lnspectionsrrests/Analyses 3.1 A test will be performed of the communications capabilities between the control room, OSC, TSC and EOF, and from the control room and TSC to the State and local EOCs, and radiological field monitoring teams.

Acceptance Criteria 3.1 Communications are established between the control room, OSC, TSC, and EOF.

Communications are established between the control room, TSC, and Georgia Emergency Management Agency (GEMA) Operation Center; Burke County Emergency Operation Center (EOC); Savannah River Site (SAS) Operations Center; South Carolina Warning Point; and Aiken, Allendale, and Barnwell County Dispatchers.

Communications are established between the TSC and radiological monitoring teams.

ITAAC Completion Description A test of the Vogtle Electric Generating Plant (VEGP) Unit 3 communications capabilities between the Main Control Room (MCA), Operations Support Center (OSC), Technical Support Center (TSC) and Emergency Operations Facility (EOF), and from the MCA and TSC to the State and local Emergency Operations Centers (EOCs), and radiological field monitoring teams is performed to demonstrate that communications are established between the MCA , OSC, TSC, and EOF; between the MCA, TSC, and Georgia Emergency Management Agency Operation Center, Burke County Emergency Operation Center, Savannah River Site Operations Center, South Carolina Warning Point, and Aiken, Allendale, and Barnwell County Dispatchers; and between the TSC and radiological monitoring teams.

Communications testing, through verification of voice transmission and reception, is performed per Procedure XXX (Reference 1). The scope of the testing confirms communications are established between the MCA, OSC, TSC, and EOF; between the MCA, TSC, and Georgia Emergency Management Agency Operation Center, Burke County Emergency Operation Center, Savannah River Site Operations Center, South Carolina Warning Point, and Aiken, Allendale, and Barnwell County Dispatchers; and between the TSC and radiological monitoring teams. The results of the testing are documented in Reference 1.

Reference 1 is available for NRC inspection as part of the Unit 3 ITAAC E.3.9.03.00.01 Completion Package (Reference 2).

U.S. Nuclear Regulatory Commission ND-18-1544 Enclosure Page 3 of 3 List of ITAAC Findings In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC.
