Beaver Valley Power Station, Unit Nos. 1 and 2 Docket No. 50-334, License No. DPR-66 Docket No. 50-412, License No. NPF-73 Davis-Besse Nuclear Power Station, Unit No. 1 Docket No. 50-346, License No. NPF-3 Perry Nuclear Power Plant, Unit No. 1 Docket No. 50-440, License No. NPF-58 Open Phase Condition Detection Equipment to Remain in Monitor Mode On March 22,2016, the Nuclear Energy lnstitute (NEl) issued a Regulatory Summary Document that addressed the industry's open phase condition (OPC) detection initiative. The document summarized the industry position on the issue, which included the allowance for units with near term permanent shut down plans to provide the Nuclear Regulatory Commission (NRC) with alternatives to the industry initiative, if appropriate based on risk considerations.

FENOC notified the NRC, in a letterdated April 25,2018 (Accession No. ML18115,4007),

of the intention to permanently cease power operations at the Davis-Besse Nuclear Power Station (DBNPS), Unit No. 1, by May 31,2020; the Perry Nuclear Power Plant (PNPP), Unit No. 1, and the Beaver Valley Power Station (BVPS), Unit No. 1, by May 31,2021 ; and the BVPS, Unit No. 2, by October 31,2021.

By letter dated September 20, 2018 (Accession No. ML18268A114), NEI provided the NRC an update of the industry initiative on the OPC that provided a revised due date for the completion of the initiative objectives. The initiative applies to the above listed FirstEnergy Nuclear Operating Company (FENOC) sites, with the objective of installing OPC detection equipment to monitor incoming electrical power and to have that equipment automatically isolate the incoming power supply to the affected plants in the event an OPC is sensed. The monitoring period has been extended for the industry and, therefore, the completion due date forthese actions has been extended to December 31, 2019,

The Unit 2 BVPS OPC detection equipment has been partially installed and is scheduled forcompletion in December 2018. Based on the previously announced near-term plant shut downs, the FENOC OPC detection equipment will remain in the monitor mode up until the respective shut down dates for each site. As such, the OPC equipment at these sites will not be placed in the trip mode of operation.
