In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notifythe Nuclear Regulatory Commission (NRC) of the completion of Vogtie Electric Generating Plant (VEGP) Unit 3 and Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 3.3.00.12 [Index Number818]

for verifying the As-Built Extension of Turbine Generator Axis. The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

12. The extended turbine generator axis intersects the shield building.

Inspections/Tests/Analvses An inspection of the as-built turbine generator will be performed.

Acceptance Criteria The extended axis of the turbine generator intersects the shield building.

ITAAC Determination Basis The placement ofthe turbine generator is designed such that its extended axis intersects the shield building. The subject ITAAC requiresthat an inspection ofthe as-built turbine generator be performed to verify that the extended turbine generator axis intersects the shield building.

After installation of the turbine generator lower housing, visual observations comparing the extended turbine generatoraxis and the shield building location were performed for Vogtle Electric Generating Plant (VEGP) Unit 3 and Unit 4, in accordance with Nuclear Construction and Startup Procedure (NCSP) 02-24, Rev 02.00, "ITAAC Support Activities (AP1000)"

(Reference 1).

First, an examination of design drawings was performed to confirm the expected location of the intersection of the extended axis of the turbinegenerator and the shield building, and to confirm that an intersection of the extended axis with the containment, which is smaller than and concentric with the shield building, demonstrates an intersection with the shield building.

Next, a visual inspection of the as-built arrangement was performed. The lower half ofthe turbine housing containing the rotor bearing seats served as the "as-builf turbine generator and defined the turbine generator axis position. Aview point from the north end of the turbine building operating level was chosen, which showed thatthe defined turbine generator axis visually extends through the containment wall, as visible through the open end of the turbine building.

Aphotograph from this viewpoint was taken as visual evidence of the observed alignment.

Identifying markups were added to the photograph as a visual aid. The photograph of the alignment view and the design examination noted above are documented in the ITAAC principal closure document for each Unit (References 2 and 3, respectively).

Inspection of these photographs verified that the extended as-built turbine generator axis intersects the containment and thus, the shield building, satisfying the ITAAC Acceptance Criteria for each Unit.

ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with these ITAAC. The ITAAC completion review is documented in the ITAAC Completion Packages for ITAAC 3.3.00.12 for Unit 3 and Unit 4 (References 4 and 5 respectively) and are available for NRC review.

ITAAC Completlon Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 3.3.00.12 was performed for VEGP Unit 3 and Unit 4 and that the prescribed acceptance criteria were met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
