Dear Mr. Miller:

The purpose of this letter is to submit revisions of the referenced PP&L submittal on Power Uprate for Susquehanna SES Units l and 2. These revisions are in response to a question raised by Mr. T. Collins and Mr. M. Razzaque (NRR/SRXB). Specifically, PP&L was asked to reconcile the fact that the SAFER/GESTR LOCA analysis Peak Clad Temperature (PCT) results for Single Loop Operation (SLO) are higher than those presented for two loop operation, and no statistical analysis of the Upper Bound PCT had been provided for this case.

PP&L has reviewed this question with General Electric, and has decided to impose a LHGR reduction (multiplier) of 0.70 during SLO. Based on this reduction, the calculated SLO Licensing Basis PCT and Upper Bound PCT are lower than their respective values for two loop operation.

In order to document this change, PP&L is providing the following revisions to the referenced Power Uprate submittal:

~ Revised pages to the GE SAFER/GESTR LOCA Report (NEDC-32071P) to reflect the revised analysis and results.

~ A revised Technical Specification Markup to reflect the LHGR multiplier during SLO.

~ In the PP&L LTR, NRC questions posed to Detroit Edison were responded to as though they had been asked of PP&L. A revision to the PP&L response to this particular question is provided.

A formal License Amendment submittal continues to be in preparation in support of Unit 2 Cycle 7 (May, 1994) implementation. PP&L's current forecast for this submittal continues to be the 4th quarter of 1993.

The enclosed page changes should be inserted into the reference in accordance with the attached instructions. Any questions on this submittal should be directed to Mr. R. R. Sgarro at (215) 774-7914.
