References:
- 1) Letter from D. M. Gullatt (Exelon Generation Company, LLC) to NRG, "lnservice Inspection Program Third Interval Relief Requests l3R-12 and 13R-15," dated June 29, 2017
- 2) Email from Joe Wiebe (NRG) to J. A. Bauer (Exelon Generation Company, LLC), "Preliminary Request for Additional Information Regarding Byron Station Relief Request 13R-15 (CAC/EPID No.
000976/05000455/L-2017-LLR-0056)," dated December 21, 2017 In Reference 1, Exelon Generation Company, LLC (EGG) requested NRG approval of Relief Requests 13R-12 and 13R-15 in accordance with 10 CFR 50.55a, "Codes and standards,"
paragraph (g)(5)(iii) due to impracticality of satisfying the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, "Rules for lnservice Inspection of Nuclear Power Plant Components." Reference 1 noted that the subject relief requests are associated with the third interval for Units 1 and 2, which ended July 15, 2016; and that Relief Request 13R-12 is applicable to Units 1 and 2 whereas Relief Request 13R-15 is applicable to Unit 2 only. Note that since Relief Request 13R-12 is applicable to both Unit 1 and Unit 2, Reference 1 was submitted on both the Byron Station Unit 1 and Unit 2 dockets.
As noted in Reference 2, during review of the subject relief requests, the NRC identified that Relief Request 13R-15, Section 1.0, "ASME Code Components Affected," only lists components for Byron Station, Unit 2 (as intended); whereas the subsequent Section 7.0, "Duration of Proposed Alternative," requests relief for Byron Station, Units 1 and 2. The NRC requested that EGC clarify of the applicability of Relief Request 13R-15.
January 1 O, 2018 U. S. Nuclear Regulatory Commission Page2 EGC is confirming that Relief Request 13R-15 is only applicable to Byron Station Unit 2. The original verbiage in Relief Request 13R-15, Section 7.0 stated the following:
