Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-25 I Proposed License Amendment U

rade of Technical S ecifications By letter dated September 29, l986 (L-86-393) Florida Power Bc Light Company (FPL) submitted a request to amend Appendix A of Facility Operating Licenses DPR 3I and DPR 4l to upgrade the current plant Technical Specifications and include, within limitations, the guidance of NUREG-0452, Standard Technical Specifications for Westinghouse Pressurized Water Reactors.

As agreed to at the November I8, I 986 meeting with the NRC Staff, the September 29, I 986 submittal shall be considered a draft document.

Once agreement is reached on the technical content, FPL will resubmit its request to amend the Turkey Point Units 3 and 4 Operating Licenses.

Attached are proposed specifications and supporting documentation for the Electrical Power

Systems, which were not included in our September 29 submittal.

Also attached are replacement no significant hazards evaluations for Technical Specifications 2.2.I and 3/4.l.l.l, and instructions for insertion of this update into the previous submittal.

As discussed with you, 20 copies of the proposed specifications are being submitted to support your review.

The attached Electrical Power Systems Technical Specifications have been reviewed by the Turkey Point Plant Nuclear Safety Committee and the FPL Company Nuclear Review Board.
