Re: Turkey Point Units 3 8 4 Docket No. 50-250 and 251 Proposed License Amendment Safety-Related Snubbers In accordance with 10 CFR 50.90, Florida Power 8 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating Licenses DPR-31 and 41.

This amendment is submitted to consolidate all previous submittals (L-81-2O6, dated May-14, 1981 and L-82-244, dated June 10, 1982) regarding safety-related snubbers, and to provide an update to Table 3.13-1 to include additional snubbers installed since the last submittals.

The proposed amendment is described below and shown on the accompanying Technical Speci fication pages.

Page ii and iii and iv Snub be rs are ad ded to the Tab 1 e of Contents.

Paoe 3.13-1 The requirement for reactor shutdown. has been modified to meet the Standard Technical Specification.

Table 3.13-1 The Table has been expanded to include all safety-related snubbers installed since the previous submittals.

Pa e B.3.13-1 B3.13-.2 and B4.14-1 The Bases have been revised to reflect those of the Standard Technical Specifications.

The requirement to maintai n records of service life has been added .

These submittals are the results of NRC requests and represent incorporation of the previously approved standard Technical Specifications into the Turkey Point Unit 3 and 4 Technical Specification format. Therefore, we have determined that this proposed Amendment does not pose a Significant Hazard as defined by 10 CFR 50.92 in that it does not:

1. Involve a significant increase in the probability or consequences of an accident previously evaluated; or
2. Create the,possibility of a new or different kind of accident from any accident previously evaluated; or
3. Involve a significant reduction in a margin of safety.

The proposed amendment has been reviewed by the Turkey Point Units 3 5 4 Plant Nuclear Safety Committee and the Florida Power R. Light Company Nuclear Review Board.

It has been determined that this amendment represents a Class I and III amendment and that in accordance with 10 CFR 170.22 payment of $ 4,400 is due..

Our records indicate that we have made overpayments for a total of $ 8,800 for this amendment (see letters June 29, 1981, L-81-265 and June 17, l982, L-82-252).. Please advise us how we can correct this error.
