Re: Turkey Point Units 3 and 4 Dockets 50-250 and 50-25 I Proposed License Amendment Reactor Vessel Level Monitorin'g Sytstem NRC TAC Nos. 45I76 and 45I77 In accordance with IO CFR 50.90, Florida Power 6 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating Licenses DPR 3I and 4I to incorporate plant specific technical specifications for the Reactor Vessel Level Monitoring System (RVLMS). The technical specifications for RVLMS are being submitted to comply with NUREG-0737 (Generic Letter No. 83-37) requirements.

The proposed changes are described below and shown on the accompanying Technical Specification pages.

Table 3.5-5 Number of channels and minimum channels operable and action statements for the RVLMS are added to the accident monitoring instrumentation table.

Table 4. I-I Sheet 4 Surveillance frequencies for RVLMS are added.

T.S. 6.9.3 The special reports referenced in the above action statements are added to the list of special reports.

T.S. B3.5 A section to describe the basis for the RVLMS is added.

In accordance with IO CFR 50.9I(b)(l), a copy of this proposed license amendment is being forwarded to the State Designee for the State of Florida.

In accordance with IO CFR I70. I2(c), FPL Check No. I804 for $ I50 is attached.

The proposed amendment has been reviewed by the Turkey Point Plant Nuclear Safety Committee and the Florida Power and Light Company Nuclear Review Board.
