Re: Turkey Point Units 3 and 0 Docket Nos. 50-250 and 50-251 Proposed License Amendment Reactor Core In accordance with 10 CFR 50.90, Florida Power 4 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating Licenses DPR-31 and Ol.

The proposed amendment modifies the Technical Specifications, Section 5.2 Reactor, to allow the use of burnable poisons that are not in the form of discrete rod clusters but are integral to the fuel design. Westinghouse Electric Corporation, Water Reactor Divisions, issued Topical WCAP-10000-P-A, "Reference Core Report YANTAGE 5 Fuel Assembly" and received NRC approval in a SER dated 3uly 1985. In addition, Westinghouse issued Addendum I to WCAP-10000-P-A and received NRC approval on March 12, 1986.

The proposed change adds additional design information not found in Rev. 5 (Draft) of the Westinghouse Standard Technical Specifications.- The format of this section will be modified as part of our Standard Technical Specification conversion submittal.

The proposed Technical Specification is shown on accompanying Page 5.2-1.

Attachment 1 provides Addendum 1 to Westinghouse Topical WCAP-IOOOO-P-A, "Evaluation of IFBA Impact on Fuel Design for All Fuel Rod Arrays".

A safety evaluation of this proposed change is provided in Attachment II.

In accordance with 10 CFR 50.91(a)(l), we have determined that this amendment does not involve any significant hazards considerations pursuant to 10 CFR 50.91(c). A discussion of our evaluation is provided in Attachment II.

In accordance with 10 CFR 170.12(c), a check for $ 150.00 is attached.
