DPR-51 Proposed Technical Specifications for Emer enc Feedwater S stem Gentlemen:
As a result of the requirements of NUREG 0737 Item II.E.1.2, AP8L is significantly upgrading the Emergency Feedwater (EFM) system for AN0-1.
This upgrade is scheduled to be completed during the upcoming ANO-1 sixth refueling outage.
As a result of this upgrade, the current ANO Technical Specifications need to be changed to reflect the changes in the EFM system.
Attached are the proposed Technical Specifications.
In accordance with 10CFR50.92(c),
we have determined the proposed amendment to have no Significant Hazards Consideration (SHC) and are including the basis of our SHC determination as an attachment to the proposed change.
- Also, a copy of this amendment package is being forwarded to Mr.
E. Frank Milson, Director, Division of Environmental Health, State of Arkansas.
Although the circumstances of this amendment are not exigent or emergency we do request a prompt review.
This is requested as these changes will be required for startup after our upcoming refueling outage, which is currently scheduled to end approximately December 17, 1984.

DESCRIPTION OF AMENDMENT REQUEST As a result of the requirements of NUREG 0737 Item II.E.1.2, AP8L is engaged in an upgrade of the present Emergency Feedwater System.
As a result of the changes to the system made as part of this upgrade, changes in the Technical Specifications are necessary.
BASIS FOR PROPOSED NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION The proposed Technical Specifications are more stringent as they involve an upgraded system with additional testing requirements.
The proposed amendment request does not involve a Significant Hazards Consideration as it does not involve a significant increase in the probability or consequences of an accident previously evaluated.
Additionally, it does not introduce the possibility of a previously unanalyzed accident or involve a significant reduction in the margin of safety.
The Commission has provided guidance concerning the application of these standards by providing certain examples (40FR14870).
The proposed amendment matches example (ii) "A change that constitutes an additional limitation, restriction or control not presently included 'in the technical specifications:
for example a more stringent surveillance requirements."
