Re: St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Steam Generator Pressure/Temperature Limitation and Neutron Flux Monitor Surveillance In accordance with 10 CFR 50.90, Florida Power 8 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License NPF-16.
This amendment is submitted to revise the requirement for both primary and secondary coolants in the steam generator to be greater than 100'F when the pressure ih either coolant is greater than 275 psig. This change is necessary to allow heat up of the primary coolant with the Reactor Coolant Pumps.
Also submitted is a change to the channel functional test surveillance requirements for the Wide Range Logarithmic Neutron Flux Monitor. As discussed in paragraph 7.2.1.1.2.2.1 of the St. Lucie Unit 2 FSAR, the signals for these channels ccme from fission chamber detectors. As discussed with your staff on April 19, 1983, the preparation of detector plateau curves, which are presently required, cannot be acccmplished with the installed equipment.
The proposed amendment is described below and shown on the acccmpanying Technical Specification pages.
