WNP-2 OPERATING LICENSE NPF-21, REVISION 27 TO OPERATIONAL QUALITYASSURANCE PROGRAM DESCRIPTION (WPPSS-QA-004)

In accordance with 10 CFR 50.54(a)(3), the Supply System is revising the U.S. Nuclear Regulatory Commission (NRC) approved topical report "Operational Quality Assurance Program Description (OQAPD) (WPPSS-QA-004)."

Revision 27 to the OQAPD was necessary to reflect an organizational change of relocating the Supplier Quality and Receiving Inspection functions from the Procurement Department to the Quality Department. The changes in Revision 27 are identified in the OQAPD, Section 1, Organization; Section 7, Control of Purchased Material, Equipment, and Services; Section 18, Audits, and Appendix I, Qualification Requirements.

A description and justification for the revisions to the OQAPD are provided in Attachment 1.

Vertical lines have been placed in the right-hand margin of Attachment 2 to identify text changes, additions and deletions.

The changes have been evaluated by the Supply System in accordance with 10 CFR 50.54(a)(3) and they are not considered a reduction in commitments.

REVISION 27 TO OPERATIONAL QUALITYASSURANCE PROGRAM DESCRIPTION Page1of1 Section 1.3.3.1 is being changed, Descri ti n and Ju ification, to move the responsibility for, "Providing the review and concurrence of selected programs, procedures, and/or instructions affecting safety..." to the Manager, Quality from the Supervisor, Quality Services. The review and concurrence of programs, procedures, and/or instructions affecting safety are delegated to various members of the quality staff and the responsibility for the review does not reside with one supervisor.

Section 1.3.3.1.3 Lead, Supplier Quality was added. The responsibilities for the position were listed in Revision 26 under the Procurement Manager. Moving the function of Supplier Quality and Quality Receiving Inspection is considered an improvement in our organization and process. These functions were located within the Quality Department prior to Revision 23 of the OQAPD. Revision 23 dated January 12, 1996, relocated these functions to the Procurement Department.

Section 7.2.2.b and 7.2.4 are being changed to reflect the responsibility for Supplier Quality.

Section 18.2.1 is being changed to reflect the responsibility for external audits of Supply System vendors to be performed by the Quality Department.

Appendix I, is being changed to add the qualification requirements for the Lead, Supplier Quality.

These changes have been evaluated by the Supply System and they are not considered a reduction in commitments.
