WNP-2 OPERATING LICENSE NPF-21, PROPOSED REVISION 26 TO OPERATIONALQUALITYASSURANCE PROGRAM DESCRIPTION (WPPSS-QA-004)

In accordance with 10 CFR 50.54(a)(3),

the Supply System is revising the U.S. Nuclear Regulatory Commission (NRC) approved topical report "Operational Quality Assurance Program Description (OQAPD) (WPPSS-QA-004)."

This change is considered a reduction in commitments and requires NRC approval prior to implementation.

The proposed revision modifies commitments identified in OQAPD Appendix I, Qualification Requirement; and Appendix III,Plant Operations Committee (POC); Corporate Nuclear Safety Review Board (CNSRB); and Procedures and Programs.

Some of these changes are similar to QA Program revisions at other plants which have been previously approved by the NRC.

A description and justification for the subject revisions to the OQAPD are provided in Attachment 1 of this proposal.

Vertical lines have been placed in the right-hand margin of to identify text changes, additions, and deletions.

The proposed revision has been evaluated in accordance with 10 CFR 50.59 and the Supply System has concluded that the proposed change to the OQAPD does not represent an unreviewed safety question.

This proposed revision has been reviewed and approved by the WNP-2 Plant Operations Committee.

The provisions of 10 CFR 50, Appendix B willcontinue to be met by incorporation of this revision.

Pursuant to the requirements of 10 CFR 50.54(a)(3)(iv), should no comments be received from the NRC within sixty days after submittal of this proposed

change, the Supply System will consider the revision accepted by the Commission and it willbe implemented accordingly.
