WNP-2, OPERATING LICENSE NPF-21 REVISION 25 TO OPERATIONAL QUALITYASSURANCE PROGRAM DESCRIPTION (WPPSS-QA-004)

In accordance with 10 CFR 50.54(a)(3), the Supply System is revising the U.S. Nuclear Regulatory Commission (NRC) approved topical report, "Operational Quality Assurance Program Description (WPPSS-QA-004)." The changes made in this revision do not reduce commitments in the program description as previously accepted by the NRC.

This change partly implements the Improved Technical Specifications for WNP-2 previously approved by the NRC. The changes incorporated in Revision 25 involve moving selected Section 6.0 requirements of the WNP-2 Technical Specifications into the Operational Quality Assurance Program Description. The information moved from Section 6.0 of the Technical Specification was moved verbatim, except for editorial changes to correct paragraph numbers, organization titles, or position titles.

In addition,'he responsibility for Nuclear Safety Issues Program has been moved from the Quality Organization to the Vice President, Operations Support/PIO. No requirements were changed. These changes do not reduce commitments made in the previous revisions of the Operational Quality Assurance Program Description, reduce QA/QC independence, or result in changes to the Technical Specifications. Vertical lines have been placed in the right-hand margin to identify text changes, additions, and deletions. A summary of changes is also provided to aid in your review.

OPERATIONAL QUALITYASSURANCE PROGRAM DESCRIPTION REVISION 25, SUlVMARYOF CHANGES Section 1 - ORGANIZATION Moved the responsibility for the Nuclear Safety Issues Program from the Quality Organization to the Vice President, Operations Support/PIO.

The change to Section 1 - ORGANIZATIONis not a reduction of commitments.

Section 2 - QUALITY ASSURANCE (QA) PROGRAM and Section 17 - QUALITY ASSURANCE RECORDS.

These two sections were changed to refer to Appendix III which contains the requirements relocated from Section 6.0 of the WNP-2 Technical Specifications.

The changes to Section 2 & Section 17 are not a reduction of commitments.

APPENDIX III- ADDITIONALQUALITYPROGRAM REQUIREMENTS APPENDIX III is a new APPENDIX to the OQAPD. "This Appendix identifies additional quality program requirements that were formerly located in the WNP-2 Technical Specification, Section 6.0, Administrative Controls. The Sections relocated were: Section 6.2.3, Nuclear Safety Assurance Division (NSAD); Section 6.5, Review and Audit; Section 6.5.1, Plant Operations Committee (POC); Section 6.5.2, Corporate Nuclear Safety Review Board (CNSRB); Section 6.8.2 and Section 6.8.3, which cover procedure review, approval and temporary changes; and Section 6.10, Records Retention.

The changes to APPENDIX III are not a reduction of commitments.
