Subject:

WNP-2, OPERATING LICENSE NPF-21, REQUEST TO AMEND TECHNICAL SPECIFICATIONS TO SUPPORT HYDROSTATIC TESTING

Reference:

Letter GO2-94-042 dated February 17, 1994, JV Parrish (SS) to NRC, "Request to Amend Technical Specifications to Support Hydrostatic Testing" In the reference, the Supply System requested the addition of Technical Specification 3/4.10.7 to allow reactor coolant temperature to increase to 212' and remain in MODE 4 to support hydrostatic testing of the reactor pressure vessel. In a telephone conversation with Mr. L, M.

Padovan of your staff on May 16, 1994, the Supply System agreed to withdraw a portion of the requested section. The withdrawn portion is indicated on the attachment.

As agreed to in the May 16, 1994 phone conversation, the Supply System concurs with withdrawal of the phrase "...and the requirements of LCO 3.4.9.2, 'Reactor Coolant System-Cold Shutdown,'ay be suspended," from the proposed Technical Specification. Deletion of this phrase has no impact on the conduct of the hydrostatic test nor does it affect the conclusions of the significant hazards evaluation submitted in the reference.

Ifyou desire additional information or have any questions, please contact me or P, R. Bemis at (509) 377-4027.
