NUCLEAR PLANT NO. 2 OPERATING LICENSE NPF-21, REQUEST FOR AMENDMENT TO TECHNICAL SPECIFICATIONS-ADMINISTRATIVE CONTROLS, SECTION 6 In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, the Supply System hereby requests an amendment to the "Admin-istrative Controls" section of the subject technical specifications. The proposed amendment involves purely administrative changes to specification 6.8.2 and organizational charts 6.2.1-1, 6.2.2-1a, and 6.2.2-1b.

Each change is described below.

Procedures and Pro rams - Section 6.8.2 This change represents a title change only. No'deletion of support to WNP-2 or change of personnel is represented in this change.

Fi ure'6.2.1-1 o Technical Director - This position was a support position and reported directly to. the Managing Director. This position has been eliminated and this support is now provided by the Deputy Managing Director and the other supporting Directors.

o Support Services Director This change is a title change only from Support Services Director to Suppor t Services Manager to provide consistency throughout the Supply System. No deletion of support to WNP-2 or change of personnel is represented in this change.

This title change is also corrected on page 6-14.

o Audits Manager - This is a change in title from Audits Manager to Programs 5 Audits Manager due to a consolidation of'esources in the Licensing and Assurance Directorate, No deletion of support to WNP-2 is represented in this change. The performance of the audits of unit activities as described in Section 6. 5. 2. 8 will not be adversely affected by this change.

Fi ure 6.2.2-la Request to delete those positions from the Organization Chart that are not required to be listed in the Technical Specifications. The responsibilities of these organizations are maintained at the Managerial level. Deletion of the level of detail of the organizational charts will enable the Supply System to make title changes at the Supervisory level without requiring a change to the technical specifications. No deletion of support to WNP-2 is represented in this change.

Fi ure 6.2.2-1b Request to delete the I 5 C Technicians from the organizational chart.

The I 5 C Technicians are used for general work and provide assistance as requested but do not report directly to the Control Room Supervisor, nor are they required to. Again, no deletion of support to WNP-2 is represented in this change.

The Suoply System has reviewed this change per 10 CFR 50. 59 and determined that no unreviewed safety questions will result from this amendment.

Additionally, this change has been reviewed per 10 CFR 50. 92 and it does not:

1) Involve a significant increase in the probabi lities or consequences of an accident previously evaluated because the proposed changes are administrative changes only and do not represent a deletion of support to WNP-2.

2) Create the possibility of a new or different kind of accident because these changes do not represent a change in any requirements of the technical specifications and therefore no new or different kinds of accidents are conceivable.

3) Involve a si gnificant reduction in a margin of safety because there are no safety margins threatened by the proposed change. The program requirements do not change.

This technical specification change has been reviewed and approved by the WNP-2 Plant Operations Corani ttee and the Supply System Corporate Nuclear Safety Review Board.

The Supply System has evaluated this request in accordance with the criteria in 10 CFR 170.21 and has included a warrant for one hundred fifty dollars ($ 150.00) as initial payment for this application for amendment under Facility Category A (Power Reactors).
