Butler (NRC}, Same Subject, dated October 28, 1985 The reference requested an amendment to sections 3/4.6.3 and 3/4.6.5 of the WNP-2 Technical Specifications to allow reactor mode changes with isolated primary or secondary containment isolation valves with no degradation to public health or safety.

In subsequent phone conversations between Messrs.

F. Eltawila and J. 0. Bradfute of your staff and P. L. Powell (SS), additional wording to the requested changes has been suggested to precisely define the expected action.

Accordingly, the attached technical specification pages reflecting the suggested clarification are forwarded to replace those provided in the reference.

The suggested clarification is a rewording of that originally provided, introduces no new technical considerations, and as such, the original determination that the amendment does not represent an unreviewed safety question is still valid.
