NUCLEAR PLANT NO.

2 OPERATING LICENSE NPF-21, REQUEST FOR AMENDMENT TO ADMINSTRATIVE CONTROLS FOR, TRAINING 6.4.1'n accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, the Supply System hereby requests an amendment to the "Administrative Controls" section of the subject Technical Specifications.

The proposed amend-ment involves purely administrative changes to specification 6.4. 1 and organi-zational charts 6.2.2-1a and 6.2.2-1b.

Technical Specification (TS) 6.4.1, as presently written (see attached),

states in part, that the retraining and replacement training program will be maintained under the direction of the Training Manager.

The Supply System proposes modifi-cation to reflect that these programs will be maintained under the direction of the Training Coordinators, appointed jointly by the Plant Manager and the Tech-nical Training Manager.

Additional modifications are requested to the aforementioned Supply System or-ganization charts to accurately reflect current company organizational con-figurations.

The Supply System has reviewed this change per 10 CFR 50.59 and determined that no unreviewed safety questions will result from this amendment.

This TS change has been reviewed and approved by the WNP-2 Plant Operations Committee and the Supply System Corporate Nuclear Safety, Review Board.

1.

Involve a significant increase in the probability or consequences of an accident previously evaluated, because the proposed change still requires the training program to meet and/or exceed the requirements of Section 5.5 of ANSI/ANS N18.1-1971 and the addi-tional supplemental requirements as stipulated in Specification 6.4.1; I,

2.

Create'the possibility of a new or different kind of accident than previously evaluated, because the training programs will still meet ANSI/ANS requirements, and therefore no new or dif-ferent kinds of accidents are conceivable; and 3.

Involve a significant reduction in a margin of safety because, there are, no s'afety margins threatened by the proposed change-the program 'requii ements do not change.

t The Supply System has evaluated this request in accordance with 10 CFR 170.21 and has included a warrant for One hundred fifty dollars

($ 150.00) as initial payment for this application for amendment under Facility Category A (Power Reactors).

In accordance with 10 CFR 50.91, the State of Washington has been provided a

copy of this letter.
