NUCLEAR PLANT NO. 2 RE(UEST FOR AMENDMENT TO TECHNICAL SPECIFICATIONS FOR OFFGAS TREATMENT MONITORS (3. 11.2.7, 4. 11.2.7.1, TABLE 3.3.7. 12-1 AND TABLE 4.3.7. 12-1)

In accordance with the Code of Federal Regulations (CFR), Title 10, Parts 50.90 and 2. 101, the Supply System hereby requests an amendment to the subject Technical Specifications. Specifically, the Supply System is requesting a change to specifications: 3/4.3.7. 12 and 3/4. 11.2.7. The changes are identified by the attached revision proposals and are being requested to clarify the operating conditions for which radioactive effluent monitoring is required.

It is our belief that the requested change to Table 4.3.7. 12-1 corrects a clerical error because Table 3.3.7. 12-1 specifies applicability to be during offgas system operation only. The WNP-2 offgas system design requires plant operation or nuclear steam fol the system to operate.

This further supports our belief and negates the need to surveillance test the device during periods of reactor shutdown or offgas system inoperability. When the offg'as system is not in operation there is no process flow to sample. This proposed revision changes applicability to:

During Main Condenser Offgas Treatment System Operation (see pg. 3/4.3-93).

Table 3.3.7. 12-1; Action Statement 114 (pg. 3/4 3-92, attached) is being changed to address process related instrumentation. The turbine building vent noble gas monitor presently referred to in ACTION 114 does not monitor arid can not be placed in a configuration to monitor the activity from the main condenser offgas treatment system. The offgas post-treatment monitor is process related and can be aligned to monitor offgas flow prior to treatment. A single channel of the 2 of 2 post-treatment logic will be aligned to sample prior to treatment and functionally tripped to maintain the post-treatment isolation function operable. This main-tains the ability to moni tor the pre-treatment sample path and the correct functional relationship between the post and pre-treatment monitors.

FOR OFFGAS TREATMENT MONITORS In the event one of the two post-treatment monitors fails, a temporary pre-treatment monitor will be used to support the monitoring function required by LCO 3/4. 11.2.7 and 3/4.4.5. This approach is considered acceptable since the pre-treatment monitor provides no automatic function.

In general, these Technical Specification revisions are designed to;

1) structure"LCO's 3/4.11.2.7 and 3/4.3.7.12 to agree and represent the offgas system 'design, 2) provide for the surveillance requirements in LCO's 3/4. 11.2.7 and 3/4.4.5 and provide for component failure with the current structure of each LCO.

The Supply System has reviewed these changes per 10 CFR 50.59 and determined that no unreviewed safety questions will result from this amendment.

The Supply System has reviewed these changes per 10 CFR 50.92 and determined that they do not:

1) Involve a significant increase in the probability or consequences of an accident previously evaluated because the proposed change will require surveillance and monitoring only when offgas system is in service.
2) Create the possibility of a new or different kind of accident than previously evaluated because clarification of the operating conditions for which radioactive effluent monitoring is required is applicable only when the system is in service.
3) Involve a significant reduction in result in Surveillance Requirements a margin of safety because it will which will accurately reflect the design basis of the system.

The Supply System has evaluated this request in accordance with the criteria contained in 10 CFR 170.21 and has included a warrant for One hundred fifty dollars ($ 150.00) as initial payment for this application for amendment under Facility Category A (Power, Reactors). In accordance with 10 CFR 50.91, the State of Washington has been provided a copy of this letter.

This Technical Specification change has been reviewed and approved by the WNP-2 Plant Operations Committee (POC) and the Supply System Corporate Nuclear Safety Review Board (CNSRB). Should you have any questions, please contact Mr. P. L. Powell, Manager, WNP.-2 Licensing.
