NUCLEAR PLANT NO. 2 OPERATING LICENSE NPF-21, RE(VEST FOR AMENDMENT

Reference:

Federal Register (FR}, April 6, 1983, pages 14864-14880, "Standards for Determining Whether License Amendments Involve No Significant Hazards Considera-tions" In accordance with the Code of, Federal, Regulations, Title 10, Parts 50.90 and 2. 101, Washington Public Power Supply System hereby requests revisions to the Technical Specifications, Appendix A to the subject license.

The Supply System has reviewed the technical specification change enclosed per 10 CFR 50.59 and 50.92 and considers that no significant hazards or unreviewed safety questions will result from the change. A 50.92 analysis is provided for the requested change. The appropriate example amendment that is considered'not likely to involve significant hazards (as listed in FR 14870, Reference~is cited.

The proposed change will not:

1) involve a significant increase in the probability or consequences of an accident previously evaluated; or
2) create the possibility of a new or different kind of accident from any accident previously evaluated; or
3) involve a significant reduction in a margin of safety.

%Page Two Enclosed are the revised WNP-2 Technical Specification pages 3/4 8-12, 8-13, and 8-14.

Surveillance requirements to demonstrate operability for the +, 24-volt, 125-volt, and 250-volt batteries and chargers are modified and expanded to more clearly reflect current plant status. Section 4.8.2. l.b, Page 3/4 8-12, will indicate that the batteries and chargers will be demon-strated operable at least once per 92 days'or within 7 days after a battery discharge, since both conditions are not likely to occur simultaneously. The battery capacity dummy load profile is expanded in section 4.8.2. 1'.d.2 on page 3/4 8-13 for clarification.

A change is made to section 4.8.2.l.d.l, page 3/4 8-13, to correct the time during which the battery is capable of supplying and maintaining the actual emergency loads in operable status. The capacity change from 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> to 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> is commensurate with the WNP-2 FSAR Amendment 23 submitted February 1982 and the requirements for the corresponding dummy load in the LaSalle Unit 2 license (NPF-18). Additionally, page 3/4 8-14 is corrected to clarify the level correction.

No significant hazards or unreviewed safety questions are- involved with these changes. As noted above, the battery capacity was addressed in FSAR Amendment 23 and has.been previously reviewed by the NRC in the WNP-2 Safety Evaluation Report, March 1982, pg. 8-12. These changes are requested to reflect issues previously reviewed with the NRC. As such, the Supply System considers these changes to be administrative and cites Example (i} of FR 1'4870 in support of this determination.

The Supply System has evaluated this request in accordance with the criteria in'0 CFR 170.22 and has,determined this request to involve only admini-strative changes of the Class II type. Accordingly, a check for One thousand two hundred dollars ($ 1,200} is enclosed in payment for this license amend-ment.
