C. 20555 RE: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Proposed License Amendment Pursuant to 10 CFR 50.90, Florida Power & Light Company (FPL) requests to amend Facility Operating Licenses DPR-67 for St. Lucie Unit 1 and NPF-16 for St. Lucie Unit 2. The proposed amendment will make changes to Technical Specification 4.6.1.2.a, Containment Leakage Surveillance Requirements, consistent with the guidance of NUKX-1432, "Standard Technical Specifications for Combustion Engineering Plants." FPL considers this proposed amendment to be an administrative change to the manner in which the retest schedule for Type A Tests, which determine the Overall Integrated Containment Leakage Rate, is stated.

Attachment 1 contains a copy of the appropriate Unit 1 Technical Specification (TS) pages marked-up to show the proposed change.

Attachment 2 contains a copy of the appropriate Unit 2 Technical Specification (TS) pages marked-up to show the proposed change.

Attachment 3 is an evaluation of the proposed TS change. Attachment 4 is the "Determination of No Significant Hazards Consideration."

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 8 Light Company Nuclear Review Board. In accordance with 10 CFR 50.91 (b) (1), a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.
