St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Safet In'ection Tank Pressure Reduction Pursuant to 10 CFR 50.90, Florida Power
& Light Company (FPL) requests to amend Facility Operating License NPF-16 for St. Lucie Unit 2.
Considerable efforts to overcome safety injection tank cover gas leakage have been unsuccessful due to component limitations.
To obviate a continuation of these problems upon
- restart, approval of this proposed license amendment is requested prior to'ODE 3 at the end of the -current refueling outage.
Unit 2 is currently scheduled to enter Mode 3 on June 11, 1992.
The proposed amendment revises Technical Specifications Section 3.5.1, Safety Injection
- Tanks, to reduce the minimum nitrogen cover-pressure from 570 psi to 500 psi.
As described in the attachments to this letter, increased system reliability is afforded without, affecting safety performance.
Attachment 1 is a
marked up copy of the proposed Technical Specification change.
Attachment 2 is a Safety Analysis in support of the proposed amendment.
Attachment 3 is the "Determination of No Significant Hazards Consideration."
The proposed amendment has been reviewed by the St.
Lucie Facility Review Group and the Florida Power
& Light Company Nuclear Review Board.
In accordance with 10 CFR 50.91 (b)(1),
a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.
