Re: St. Lucie Unit Nos. 1 and 2 Docket Nos. 50-335 and 50-389 Proposed License Amendments Administrative Controls Re irements By letter L-89-128 dated April 4, 1989, Florida Power & Light Company (FPL) submitted proposed license amendments for St. Lucie Units 1 and 2 intended to make corrections to typographical errors in the Administrative Controls section of the Technical Specifications, delete the specific composition list of the Company Nuclear'Review Board (CNRB) and replace it with a general statement defining the requisite level'f expertise for membership, and revise the reporting and administrative requirements for the St.

Lucie Unit 2 Independent Safety Engineering Group (ISEG).

Subsequent to the April 4, 1989, submittal, FPL and the NRC Staff discussed the general statement FPL had proposed for defining the requisite level of expertise for CNRB membership. Based upon these discussions, by letter L-90-33, dated February 1, 1990, FPL submitted revised proposed Technical Specifications for the general statement for CNRB membership requirements and withdrew its request for an amendment to the ISEG reporting and administrative requirements. On March 22, 1990, the Staff stated that it had identified a new concern with FPL's revised CNRB membership proposed license amendments and requested that FPL augment its February 1, 1990, submittal with a proposal to revise the quorum requirements of Specification 6.5.2.6 in both units Technical Specifications. FPL s proposed revision to Specification 6.5.2.6, as requested by the Staff, is attached.

FPL requests that the revised proposed license amendments submitted by FPL letter L-90-33 be augmented by the attached.
