St. Lucie Unit 1 Docket No. 50-335 Proposed License Amendment Reactor Vessel Material Irradiation Surveillance Schedule In accordance with 10 CFR 50.90, Florida Power
& Light Company submits herewith a request to amend Facility Operating License DPR-67 for St. Lucie Unit 1.
The proposed amendment revises the St.
Lucie Unit, 1 Technical Specifications by changing the reactor vessel material surveillance capsule schedule to correspond to the ASTM E185-82 removal intervals for fluence.
Although the St. Lucie Unit 1 surveillance program was designed to meet ASTM E185-73, 10 CFR 50 Appendix H
requires testing after July 26, 1983 to be performed to ASTM E185-82 to the extent possible for the program in place.
In the revised surveillance
- schedule, fluence removal intervals were chosen as opposed to effective full power years (EFPY) removal intervals so that irradiated material in the capsules would better represent the embrittlement of the reactor at the quarter thickness (1/4 T) and inner diameter locations at end of life.
The EFPY removal intervals specified in ASTM E185-82 do not allow for significant accumulation of fluence for the surveillance capsules to model these important fluence levels because of the low lead factors associated with the St.
Lucie Unit 1 surveillance capsules.
The low lead factors attributed to the surveillance capsules are due to the capsules being attached to the reactor vessel wall as opposed to being located closer to the reactor core.
The proposed amendment will result in better predictions of reactor vessel material embrittlement for development of pressure/temperature limit curves throughout the life of the plant.

U. S. Nuclear Regulatory Commission L-89-357 Page two Attachment 1 to this letter includes the proposed Technical Specifications changes.
Attachment 2 is a Safety Analysis in support of the proposed amendment.
Attachment is a
"Determination of No Significant, Hazards Consideration".
The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power 6 Light Company Nuclear Review Board.
In accordance with 10 CFR 50.91(b)(1),
a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.
NRC approval of this proposed license amendment is requested by January 15, 1990, to support surveillance capsule removal during the Winter 1990 St. Lucie Unit 1 refueling outage.
