Re: St. Lucie Unit I Docket No. 50-335 Proposed License Amendment S ent Fuel Pool Rerack ln accordance with IO CFR 50.90, Florida Power 8 Light Company (FPL) submits herewith a request to amend Appendix A of Facility Operating License DPR-67.

This proposed amendment permits replacement of the spent fuel pool racks to ensure that sufficient future capacity exists for storage of spent fuel at St. Lucie Unit I. The new, high-density racks increase the available storage to l706 spent fuel assemblies and are expected to provide adequate storage space until the year 2009.

A temporary crane will be installed and operated in the spent fuel area during the rerack. Administrative procedures for the temporary construction crane will preclude the transfer of loads in excess of 2,000 pounds over the spent fuel. After the rerack is completed, this crane will be removed.

The proposed Technical Specification changes are described below and shown on the Attachment I marked up Technical Specification pages.

Technical Specification 3/4.9. I4 Bases is revised to reflect the assumptions used in calculations of doses based on the Decay Times.

2. Technical Specification 5.6. I.a. I is revised to correspond to the Standard Technical Specifications for Combustion Engineering Pressurized Water Reactors (NUREG-02 I 2 Rev. 2).

3. Technical Specification 5.6.l.a.2 is revised to show the nominal center-to-center'istance for the new storage racks.

4. Technical Specification 5.6.l.a.3 is edited to discuss the boron concentration only.

5. Technical Specification 5.6.l.a.4 is added to indicate the presence of Boraflex in the cells.

6. Technical Specification 5.6. I.b and accompanying Figure 5.6-I are added to show the increased spent fuel enrichment permitted in the pool ~

7. Technical Specification 5.6.l.c is editorially changed from "b" to "c".

8. Technical Specification 5.6.3 is changed to show the capacity of the high-capacity spent fuel storage racks.

ln accordance with IO CFR 50.9I(a)(l), it has been determined that the proposed amendment does not involve any significant hazards considerations pursuant to 10 CFR 50.92. The No Significant Hazards Consideration determination is documented in Attachment 2. In addition, a Safety Analysis Report supporting the proposed amendment has been prepared and is provided as Attachment 3.

ln accordance with IO CFR 50.9 l(b)(l), a copy of the proposed amendment is being forwarded to the State Designee for the State of Florida.

In accordance with IO CFR l70, FPL Check No. 4797 is attached as remittance for the license amendment application fee.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power & Light Company Nuclear Review Board.

It is requested that the NRC approve the proposed modification and proposed Technical Specifications on an expedited schedule but no later than January l5, l988. This schedule will suppport installation of the high-density spent fuel racks prior to the scheduled Fall 1988 refueling outage. After that refueling outage, rerack of the St. Lucie Unit I spent fuel pool would be extremely difficult, if not impossible, without trans-shipment of spent fuel to St. Lucie Unit 2.
