Re: St. Lucie Unit I Docket No. 50-335 Proposed License Amendment Steam Generator Tube Plu in Limit In accordance with IO CFR 50.90, Florida Power & Light Company (FPL) submits herewith three signed originals and forty copies of a request to amend Facility Operating License DPR-67.

The proposed amendment revises the steam generator tube plugging limit as defined in Section 4.4.5.4 of the St. Lucie Unit I Technical Specifications. The current steam generator tube plugging limit is 40% of the nominal tube wall thickness. The proposed change will specify a tube plugging limit of 54% for all regions except that a limit of 50% will apply to locations at or above the top support plate for tube rows I I7 through l20, inclusive. In addition, justification for uncertainty values assigned to eddy current testing (ECT) and growth rates during the operating cycle are also presented.

It should be noted that results of FPL's previous ECT examinations and destructive examination of pulled tubes revealed very good correlation between detected and actual indications. These results also demonstrated that there was no significant growth in the indications. FPL will continue to monitor and trend the growth of the inter-granular attack for all future examinations. These results will be compared to the assumed rate in the attachment to ensure that we remain within the limits of the analysis.

Marked up copies of the affected Technical Specification pages are included as Attachment A. A Safety Evaluation in support of the proposed amendment is included as Attachment B. Attachment C is a justification for l0% uncertainty allowance for Eddy Current Testing (ECT) error and continued operation for the duration of the next cycle. Attachment D is a discussion of St. Lucie,Unit I allowable tube wall degradation. A "Determination of No Significant Hazards Consideration" is provided as Attachment E.

In accordance with IO CFR l70.2I, FPL Check No. 2947 is attached as remittance for the license amendment application fee.
