Nuclear Regulatory Commission Washington, D.C. 20555 Re: St. Lucie Unit 1 Docket No. 50-335 Emergency License Amendment Steam Generator Plu in Limit In accordance with 10 CFR 50.90, Florida Power 8c Light Company (FPL) submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License DPR-67. This amendment is being submitted on an emergency basis to prevent the immediate shutdown of St. Lucie Unit 1 as a result of new information about the condition of the steam generator tubes that was finalized on May 23, 1986. The new information, which is detailed in the attached Safety Evaluation, affects the determination of steam generator operability.

Based on discussions with the NRC staff it has become necessary "to modify the Technical Specifications in or'der to permit continued operation of Unit 1 for an interim 30-day period. It has not been possible to avoid the need for an emergency license amendment because the steam generator tube information is very recent and our initial determination (based on technical data and safety analyses) was that the steam generators were operable.

The specific purpose of the amendment is to temporarily modify the plugging limit requirements specified under Technical Specification 0.0.5.0.a.6 in order to permit continued POWER OPERATION with some steam generator tubes exceeding the plugging limit. The change would be effective for a maximum of 30 days from the date of approval of the amendment. The proposed wording is shown on the attached Technical Specification page 3/0 0-8 for St. Lucie Unit 1 (Attachment 1).

A Safety Evaluation in support of the proposed amendment is provided as . A "No Significant Hazards Consideration Determination" is also provided as Attachment 3.

The proposed amendment has been reviewed by, the St. Lucie Facility Review Group and the Florida Power 2 Light Company Nuclear Review Board (CNRB).

The CNRB has also directed that, during the interim 30-day period covered by the amendment, the maximum allowable primary-to-secondary leakage, from both steam generators combined, shall be administratively reduced from 1.0 to 0.3 gpm, gD at which value corrective action must be taken in accordance with Technical Specif ication 3.0.6.2.
