I and 2 Docket Nos. 50-335 and 50-389 Generic Letter 83-37 NUREG 0737 Technical S ecifications Florida Power 8

Light Compariy has reviewed Generic Letter 83-37 and has determined that for St. Lucie Unit No. 2, only one technical specification is outstanding.

That is the technical specifications for the Heated Junction Thermal Couples (HJTC).

The resolution of technical specifications for the HJTC is being pursued by the Combustion Engineering Owners Group.

Upon completion of this effort by the Owners Group, FPL will submit appropriate technical specifications on this system.

All other required technical specifications for St. Lucie Unit 2 were in place at the time of initial licensing.

For St. Lucie Unit', it has been determined that four technical specifications are outstanding.

They are Automatic Feedwater Actuation-System (AFAS), HJTC, Containment

Pressure, and Containment Water Level.

AFAS is currently scheduled for installation during the next refueling outage (Fall l985).

These technical specifications will be submitted following Cycle 7 startup.

For the HJTC, the status is the same as detailed above for St. Lucie Unit 2.

For Containment Pressure and Containment Water Level, attached are the proposed changed technical specification pages.

All remaining a'pplicable Generic Letter 83-37 technical specifications are either included in proposed amendments undergoing NRC,review, or included in the current technical specifications.

Although there are some differences between the Generic Letter technical specifications and those included in the existing technical specifications, FPL has determined that the existing technical specifications are adequate, and therefore, no additional changes are necessary.

ln accordance with 10 CFR 50.90, Florida Power

& Light. Company submits herewith three (3) signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating License DPR-67.

'he proposed changes are shown on the accompanying Technical Specification

- pages 3/4 3-42 and 3/4 3-44.

In accordance with IO CFR 50.9l (a) (I), it has been determined that the proposed amendmerit involves no significant'azards considerations in that the proposed amendment is in response to NRC s request.

Therefore, no specific No Significant Hazards Considerations Determination or Safety Evaluation is attached.

In accordance with IO CFR 50.91 (b) (I), a copy of the proposed am'endment is being forwarded to the State Designee for the State of Florida.

The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power & Light Company Nuclear'Review Board.

Because this proposed amendment is being made at NRC's request per Generic Letter 83-37, no application fee is required.
