Re: St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment Containment Ventilation S stem In accordance with 10 CFR 50.90, Florida Power 6 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License NPF-16.

This amendment is submitted to modify the existing technical specification for the 8-inch containment purge supply and exhaust isolation valves, At present, the technical specifications allow the 8-inch containment purge supply and exhaust isolation valves to be open for less than or equal to 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> per calendar year. As identified in the bases for the Technical Specifications, use of the 8-inch purge valves during plant operations is allowed since in the event of a LOCA or steam line break, these valves will close and, therefore, the site boundary dose guidelines of 10 CFR 100 would not be exceeded in the event of an accident during purging operations. The basis for the operational limit of 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> per year of the 8-inch containment ventilation system, however, is not specified in the Technical Specifications.

FPL requests that the restriction that allows the 8-inch containment purge valves to be open only for less than or equal to 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> per year be removed. Justification for this amendment is provided in the attached write-up (Attachment A).

The proposed license amendment is described below and shown on the accompanying Technical Specification Page 3/4 6-14 (Attachment B).

Technical Specification Limiting Condition for Operation 3.6.1.7b, Action Statement b, and Surveillance Requirement 4.6.1.7.2 are all removed by this proposed Technical Specification amendment. This will allow continuous operation of the 8-inch Continuous Containment/Hydrogen Purge System in accordance with the original plant design.
