Re: St. Luci e 'Unit 2 Docket No. 50-389 Proposed License Amendment Turbine Overspeed Protection In accordance with 10 CFR 50.90, Florida Power 8 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License DPR-67.

This amendment is submitted to extend the testing cycle of the valves utilized as part of the turbine overspeed protection systEm. This change in test frequency is based on the vendor's recommendation.

The proposed amendment is described below and shown on the accompanying Technical Speci fication pages.

Pa e 3/4 3-60 The testing cycle for the turbine-stop valves, turbine control valves, turbine reheat stop valves and turbine reheat intercept valves is changed to monthly.

In accordance with 10 CFR 50.91(a)(1) we have determined that this amendment poses no significant hazard. As noted in the safety evaluation, monthly testing yields equivalent results to weekly testing, without the attendant risks of the change in plant operating state required to perform the test.

The correction reduces the allowable closure time; a move in the conservative direction. There fore the amendment does not:

1) Involve a .significant increase in the probability or consequences of an accident previously evaluated; or
2) Create the possibility of a new or different kind of accident frcm any accident previously evaluated; or
3) Involve a significant reduction in a margin of safety.

SAFETY. EVALUATION.

The original testing interval for the subject valves was based on a-recommendation from the vendor, Westinghouse. We have recently received a change in that position (see attached) that states that based on a review of testing frequency and performance data and utility surveys, Westinghouse has concluded that there is no significant di fference in the valve failure, rate between valves tested weekly and those tested monthly. In view of the fact that the plant must be brought down somewhat in power to perform this test, reducing the amount of times changes are made to normal operating conditions is actually beneficial to overal l plant safety.
