No Significant Hazards Consideration (NSHC) published in Federal Register October 25, 2016 (81 FR 73431) for the Kewaunee Power Station Permanently Defueled Emergency Plan (ML15261A238).
ZionSolutions, LLC (ZS) submitted a License Amendment Request (LAR) for a revision of the Defueled Station Emergency Plan as documented in Reference 1. The LAR submittal requested approval of a transition to an Independent Spent Fuel Storage Installation (ISFSI)-Only Emergency Plan.
Safe Transition to an ISFSI only Emergency Plan is contingent on reducing plant side curie content to a level where a credible scenario no longer exists which could trigger a plant side Emergency Action Level (EAL) Threshold Value. Based on current decommissioning conditions, ZS has concluded by calculation and the establishment of administrative controls that the current plant side curie inventory can no longer trigger an EAL threshold value. Therefore, consistent with the ISFSI-only Emergency Plan at Kewaunee Power Station (Reference 2), ZS is requesting approval and issuance of the referenced LAR at this time in support of ongoing decommissioning activities.
