By letter dated May 24,2016 (Accession Number ML16148A047),
and supplemented by letter dated August 29,2016 (Accession Number ML16245A081),
FirstEnergy Nuclear Operating Company (FENOC) requested an amendment to revise Technical Specifications (TS) for Beaver Valley Power Station, Unit Nos. 1 and 2, Davis-Besse Nuclear Power Station, and Perry Nuclear Power Plant, consistent with TSTF-545, Revision 3, "TS Inservice Testing Program Removal & Clarify SR Usage Rule Application to Section 5.5 Testing,"
and to use American Society of Mechanical Engineers (ASME) Operation and Maintenance (OM) Code Case OMN-20, "lnservice Test Frequency."
As requested in a September 27, 2016 e-mail from the Nuclear Regulatory Commission Licensing Project Manager for FENOC, this letter supplements the May 24,2016 letter by requesting specific dates for approval of the proposed license amendment request.
As stated in the letterdated May 24,2016, FENOC requested approval by May 31,2017 with a 150-day implementation period to allow implementation activities to align with the inservice testing 10-year interval update at BeaverValley Power Station.
In order to ensure approval of the license amendment is not issued too early, approval is requested no earlier than April 23,2017. Approval of ASME OM Code Case OMN-20 is requested at the time the license amendment is approved or earlier, since enforcement discretion will continue to be in place only until the license amendment is approved.
