In the referenced letter, Tennessee Valley Authority (TVA) submitted a license amendment request (LAR) to revise the Watts Bar Nuclear Plant (WBN) Unit 2 Technical Specification (TS) 3.6.12 Surveillance Requirements (SRs) for the WBN Unit 2 ice condenser lower inlet doors. As noted in the referenced letter, the proposed amendment requested to revise the surveillance frequency of three SRs that perform visual inspection and torque testing on the ice condenser lower inlet doors during the first cycle after receipt of the WBN Unit 2 Operating License.

The purpose of the proposed amendment was to preclude an unnecessary plant shutdown for performing surveillance testing on the ice condenser lower inlet doors based on the projected schedule for startup of WBN Unit 2. Based on the current schedule for the startup of WBN Unit 2, TVA has determined that implementation of the three SRs can be performed as specified in the SRs for TS 3.6.12 (i.e., every three months during the first year after receipt of the Operating License) without requiring a unit shutdown specifically for the purpose of performing the ice condenser door SRs. Therefore, TVA has elected to withdraw the referenced LAR.
