PSEG letter to NRC, "License Amendment Request to Revise Technical Specification 3/4.3.1, Reactor Trip System Instrumentation," dated March 27, 2015 (ADAMS Accession No. ML15086A201)
In the Reference 1 letter, PSEG Nuclear LLC (PSEG) submitted a license amendment request (LAR) for Salem Nuclear Generating Station (Salem), Units 1 and 2. The proposed amendment would revise Technical Specifications (TS) 3/4.3.1, Reactor Trip System, to support the installation and use of bypass test capability for the power range nuclear instrumentation.
PSEG requested NRC approval of the proposed LAR by March 31, 2016, to support implementation of the power range bypass test instrumentation modification for Salem Unit 1 during the spring 2016 refueling outage ( 1 R24) and Salem Unit 2 during the spring 2017 refueling outage (2R22).
PSEG has re-assessed the work scope for the Salem 1 R24 outage and determined that the installation of the Unit 1 power range bypass test instrumentation is going to be moved from the 1 R24 outage to the Fall 2017 (1 R25) refueling outage. The change in the schedule of the installation of the power range bypass does not impact the issuance of the LAR. In separate correspondence, PSEG informed the NRC that the installation of the Unit 1 replacement source range and intermediate range instrumentation is also being delayed from the 1 R24 refueling outage to the 1 R25 refueling outage. Since the power range bypass test capability LAR and the source range/intermediate range replacement LAR make changes to some of the same technical specification pages, the amendment for the bypass test capability should be issued prior to the amendment for the source range/intermediate range replacement to ensure the proper sequencing of the technical specification pages.
