In Reference 1, the Nuclear Regulatory Commission (NRC) provided the Safety Evaluation for the Tennessee Valley Authority (TVA) Radiological Emergency Plan (REP) for Watts Bar Nuclear Plant (WBN) Unit 2. In the Safety Evaluation, Open Item 37 was created for the NRC to review the combined WBN Units 1 and 2 Appendix C to the REP prior to issuance of the WBN Unit 2 Operating License to confirm that any changes made since the previous submittal of the REP do not affect the bases for the Safety Evaluation findings. The basis for the NRC Safety Evaluation was Revision 92XX, which was based on Revision 92 of the WBN Unit 1 REP Appendix C with Unit 2 changes incorporated.

U.S. Nuclear Regulatory Commission Page 2 August 29, 2014 In Reference 2, TVA provided an updated Appendix C for Watts Bar Units 1 and 2 (Revision 103XX) that is based on Revision 103 of the WBN Unit 1 REP App~ndix C.

Reference 3 submitted the updated REP Revision 103 for the TVA fleet.

By email dated June 16, 2014 (Reference 4), the NRC requested additional information related to REP Revision 103 and REP Appendix C, Revision 103XX.

The purpose of this submittal is to address questions in Reference 4 that were identified by the NRC staff during the review of REP Appendix C Revision 103XX and REP Revision 103. to this letter responds to those questions. There are four new regulatory commitments contained in this letter. Enclosure 2 provides the list of commitments for this letter.
