The purpose of this letter is to request U.S. Nuclear Regulatory Commission (NRC) approval to change the Watts Bar Nuclear Plant (WBN) Unit 2 Cyber Security Plan (CSP)

Implementation Milestone descriptions and completion dates and the WBN Unit 2 CSP Milestone Implementation Schedule License Conditions (LCs).

Nuclear Regulatory Commission CNL-14-098 Page 2 January 9, 2015 The proposed revisions to the CSP Implementation Milestone descriptions will bring WBN Unit 2 Implementation Milestone descriptions into alignment with Nuclear Energy Institute (NEI) template Implementation Milestone descriptions (Reference 1 ), the Implementation Milestone descriptions contained in an NRC request for additional information (RAI)

(Reference 2), and WBN Unit 1 Implementation Milestone descriptions (Reference 3).

The current WBN Unit 2 proposed LCs reference two systems within the Cyber Security Plan and were previously approved for WBN Unit 2 as documented in NUREG-0847, "Safety Evaluation Report-Related to the Operation of Watts Bar Nuclear Plant, Unit 2,"

Supplement 24 (Reference 4). This submittal proposes changes in the CSP requirements for Implementation Milestones 6, 7, and 8 to align with the Nuclear Energy Institute (NEI)

Template and WBN Unit 1. to this submittal contains the description and completion date changes for the WBN Unit 2 CSP Implementation Schedule Milestone descriptions 6 and 7, the deletion of the CSP License Conditions, and the basis for these changes. Enclosure 2 to this submittal contains the description and basis for the proposed extension request to CSP Implementation Milestone 8. Enclosure 3 to this submittal contains the proposed CSP LC for WBN Unit 2.

TVA requests approval of this change by March 31, 2015.

TVA considers Enclosures 1 and 2 to contain security related information and requests that they be withheld from public disclosure pursuant to 10 CFR 2.390(d)(1 ).

ENCLOSURE 3 WATTS BAR NUCLEAR PLANT UNIT 2 PROPOSED CYBER SECURITY PLAN LICENSE CONDITION

The Tennessee Valley Authority request the U.S. Nuclear Regulatory Commission includes the following License Condition in the Watts Bar Nuclear Plant Unit 2 Facility Operating License.

"The licensee shall fully implement and maintain in effect all provisions of the Commission-approved cyber security plan (CSP), including changes made pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The licensee CSP was approved by [NUREG-0847 Supplement xx]."
