Withdrawal of Application to Modify Watts Bar Nuclear Plant, Unit 1 Technical Specifications (TS) 3.8.4, 3.8.5, and 3.8.6 (WBN-TS-12-07)

Reference:

TVA letter to NRC dated August 28, 2013, "Application to Modify Watts Bar Nuclear Plant, Unit 1 Technical Specifications (TS) 3.8.4, 3.8.5, and 3.8.6 (WBN-TS-12-07)," [ML13248A250]

The Tennessee Valley Authority (TVA) submitted, via the referenced letter, a request for an amendment to Facility Operating License (OL) No. NPF-90 for Watts Bar Nuclear Plant (WBN),

Unit 1. The amendment request proposed revisions to TS 3.8.4, "DC Sources-Operating,"

TS-3.8.5, "DC Sources-Shutdown," and TS 3.8.6, "Battery Cell Parameters." This amendment request included changes consistent with Technical Specifications Task Force (TSTF) change traveler TSTF-500, "DC Electrical Rewrite - Update to TSTF-360," which provided an update to the changes approved in TSTF-360.

During discussions with the NRC in support of the NRC licensing review of WBN Unit 2, the referenced amendment request was discussed. The discussion focused on the differences between the changes to the TS requirements described in the amendment request and those cited in TSTF-500. The Tennessee Valley Authority has reassessed the amendment requests currently pending with NRC and, in particular, with the Electrical Branch and has decided that this amendment request is of low priority. Therefore, TVA has decided to withdraw the amendment request submitted via the referenced letter. The Tennessee Valley Authority is also withdrawing the commitments provided in Enclosure 2 of the referenced letter.
