South Carolina Electric & Gas Company (SCE&G), acting for itself and as an agent for South Carolina Public Service Authority pursuant to 10 CFR 50.4 and 10 CFR 50.90, hereby submits a request to change the Cyber Security Plan. The VCSNS Cyber Security Plan, Revision 0 was previously provided. in Reference 1 and was approved by the NRC in Reference 3.

SCE&G considers the Enclosure and Attachment 3 to be sensitive information and requests that it be withheld from public disclosure pursuant to 10 CFR 2.390. The proposed change is a request to revise the scheduled completion date of the Cyber Security Plan (CSP).

Enclosure and Attachment 3 transmitted herewith contains security related Information to be Withheld Under 10 CFR 2.390. When Separated from this Enclosure and Attachment 3, this transmittal Document is decontrolled.

Document Control Desk CR-13-01414 RC-1 3-0134 Page 2 of 2 The proposed changes have been evaluated in accordance with 10 CFR 50.91 (a)(1) using criteria in 10 CFR 50.92(c), and it has been determined that the changes involve no significant hazards consideration.

Approval of the proposed amendment is requested by October 3, 2014. Once approved, the amendment shall be implemented within 60 days.

In accordance with 10 CFR 50.91, SCE&G is notifying the State of South Carolina of this LAR by transmitting a copy of this letter and enclosure to the designated State Official. The proposed change has been reviewed and approved by both the VCSNS Plant Safety Review Committee and the VCSNS Nuclear Safety Review Committee.

An exemption to the requirements of Paragraph III.B.4 of Appendix G to 10 CFR Part 50 is described in Section 5.3.1 of Supplement No. 1 to the Office of Nuclear Reactor Regulation's Safety Evaluation Report. A limited exemption to the requirements of Section IV.F.1(b) of Appendix E to 10 CFR Part 50 is described in a letter from B. J. Youngblood, NRC to 0. W. Dixon, Jr., dated November 2, 1982. These exemptions are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest. The facility will operate, to the extent authorized herein, in conformity with the application, as amended, the provisions of the Act, and the rules and regulations of the Commission.

SCE&G shall fully implement and maintain in effect all provisions of the Commission-approved physical security, training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The combined set of plans, which contain Safeguards Information protected under 10 CFR 73.21, is entitled: "Virgil C.
