Southern Nuclear Operating Company (SNC) by its letter NL-13-0498, dated March 6, 2013, requested NRC approval of the therein enclosed proposed alternative to the requirements of Class 1 Leakage Test, IWA-5241 (a) of the 2001 Edition of ASME Section XI with Addenda through 2003, in accordance with the provisions of 10 CFR 50.55a(a)(3)(ii). Pursuant to discussions held between SNC and the NRC via telephone conference subsequent to that submittal, SNC hereby supplements that request to reflect agreements established in those discussions.

Specifically, within Enclosure 1 to NL-13-0498:

  • in the fifteenth line of Page E1-3. the word "wet" is hereby deleted and the sentence modified to be 'Should fluid or boric acid residue indicative of leakage from the borated eves be detected in any of these three valves by this procedure, that valve's seal cap would be removed and its bolting examined by VT-3 and ur'
  • the following original sentence in line seventeen is hereby deleted in its entirety, "In the event dry boric acid residuals are found during this inspection through the drilled orifice, the condition will be documented. but no further corrective or inspection actions will be performed'~
  • in the next sentence, the words "for fluids" are hereby deleted such that that sentence is "Following this inspection, the orifices in the seal caps will be closed, and any removed seal caps reinstalled':'

  • on page E1-4 of Enclosure 1, in the ninth line of the second paragraph of the section titled "Proposed Alternative and Basis for Use", the sentence discussing verification of seal cap internal condition, clarification is added to be "Further, identification of the possible presence offluids or boric acid residue. Indicative of leakage from the borated eves and entrapped within the seal cap volumes of valves 2-1208-U6-035, 2-120S-U6-036, and 2-120S-U6-038, will be provided by means of the aforementioned orifices."; and
  • in Note 4 of Table 1 found on Page E1-7 of Enclosure 1, the word "wef' is deleted and Note 4 Is modified to be..(4) If the presence of fluid or boric acid residual indicative of leakage from the borated eves is found inside the seal cap, the seal cap will be removed and bolting will be examined by VT-3andUr."

An expedited approval of the use of the proposed alternative is requested by to support plant restart following the Plant Vogtle 2R16 Refueling Outage which is currently in progress.

Please note this letter only provides clarification of the inspection protocol for the subject valves and does not revise the commitments to the NRC contained in NL 13-0498 Enclosure 2 regarding the longer-term treatment to achieve compliance with the Code of Record IWA-5241 (a) requirements.
