On March 12, 2012, the NRC Staff issued Reference 1 to all NRC power reactor licensees and holders of construction permits in active or deferred status. Enclosure 3 of the March 12, 2012 letter contains specific Requested Actions, Requested Information, and Required Responses associated with Near-Term Task Force (NTTF)

Recommendation 2.3, Seismic Walkdowns. This letter provides the required 120-day response to NTTF Recommendation 2.3, Seismic Walkdowns, for the Northern States Power Company, a Minnesota corporation, d/b/a Xcel Energy (NSPM), on behalf of the Prairie lsland Nuclear Generating Plant (PINGP).

For NTTF Recommendation 2.3, Seismic Walkdowns, Enclosure 3 of Reference 1 states that within 120 days of the date of Reference I, addressees will confirm that they intend to use the NRC-endorsed seismic walkdown procedures, or provide to the NRC

Document Control Desk Page 2 a description of the process that will be used to conduct the walkdowns and to develop the needed information. On May 31, 2012, the NRC Staff endorsed the seismic walkdown procedure, EPRl 1025286, "Seismic Walkdown Guidance," in Reference 2.

NSPM confirms that the EPRl seismic walkdown guidance, as endorsed by Reference 2, will be used as the basis for conducting the seismic walkdowns and developing the needed information at the PINGP.
