Dear Sir / Madam:

Subject:

VIRGIL C. SUMMER NUCLEAR STATION (VCSNS) UNIT 1 DOCKET NO. 50-395 OPERATING LICENSE NO. NPF-12 RESPONSE TO NRC REQUEST FOR ADDITIONAL INFORMATION License Amendment Request - LAR (11-04569)

Technical Specification Change to Extend Integrated Leak Rate Test Interval One-Time This letter provides South Carolina Electric & Gas Company's (SCE&G) response to the NRC's request for additional ILRT results regarding the VCSNS Containment Integrate Leak Rate Test extension application. Pursuant to 10 CFR 50.90, SCE&G requested an amendment for Virgil C.

Summer Nuclear Station Unit One (VCSNS) Technical Specification (TS) 6.8.4(g) that would allow for a one-time extension to the ten-year frequency of the VCSNS containment leakage rate test (e.g., Integrated Leak Rate Test [ILRT] or Type A test). The proposed change would permit the existing ILRT frequency to be extended from ten years to approximately 10.9 years. VCSNS's additional ILRT results are listed below:

Previous ILRT Results 1981:

0.055 %wt/day = 95% Upper Confidence Limit 1984:

0.091 %wt/day = 95% Upper Confidence Limit 1988:

0.106 %wt/day = 95% Upper Confidence Limit 0.115 %wt/day = Overall As Left Results These ILRT test results confirm that the VCSNS containment structure leakage is acceptable, with considerable margin, with respect to the TS acceptance criterion of 0.20% of containment air weight per 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
at the design basis loss of coolant accident pressure.

Should you have questions, please contact Mr. Bruce L. Thompson at (803) 931-5042.

I certify under penalty of perjury that the information contained herein is true and correct.
