By letter to the U.S. Nuclear Regulatory Commission (NRC) dated September 9, 2011 (Agencywide Documents Access and Management System (ADAMS),

Accession No. rvlL 112521438), Southern Nuclear Operating Company, Inc.,

(SNC) submitted a license amendment request for TS Table 3.3.1-1, "Reactor Trip System Instrumentation," Function 3, "Power Range Neutron Flux High Positive Rate." The change adds Surveillance Requirement 3.3.1.14 which requires verification that the response time is within limits every 18 months on a STAGGERED TEST BASIS.

On December 1, 2011, the NRC provided SNC with a Request for Additional Information (RAI) containing 4 questions regarding the LAR. By letter dated February 3, 2012, SNC responded to the RAI.

On March 8, 2012, the NRC provided SNC with an additional RAI containing one question regarding the LAR. The Enclosure to this letter contains SNC's response to this request.

Farley Nuclear Plant Response to NRC Request for Additional Information on License Amendment Request for Technical Specification Table 3.3.1-1 in Response to Westinghouse NSAL 09-01, "Rod Withdrawal at Power" RAI1 The staff is requesting information about the bounding allocation time for the PFRT function for Farley, Units 1 and 2. Note that the WCAP-13632-P-A, Revision 2, "Elimination of Pressure Sensor Response Time Testing Requirements," allows users to estimate response time allocation times, using the specific channel card string for the protective function. Please indicate whether that is SNC's practice in this regard. If a different practice or approach is used to derive the allocation time, please include a specific explanation in your response.

SNC Response The allocation times (from WCAP 14036-P-A, Rev. 1 "Elimination of Periodic Channel Response Time Tests"), Table 8-1, are as follows:
