Dear Sir or Madam:
The purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) that the Nebraska Public Power District (NPPD) intends to revise its planned submittal date for a License Amendment Request (LAR) for transition to the NFPA 805 Fire Protection Standard, and to request the extension of enforcement discretion consistent with this revised submittal date.
In Reference 1, NPPD communicated to the NRC that the 10 CFR 50.48(c) LAR for Cooper Nuclear Station (CNS) would be submitted within six months after the date of the NRC safety evaluation approving the second pilot plant LAR. In Reference 2, the NRC approved a staggered submittal approach for 10 CFR 5 0.48(c) LARs to allow for better coordination of staff resources.
In Reference 3, the NRC approved a revision to the Enforcement Policy for fire protection issues to accommodate this staggered approach.

NLS2011057 Page 2 of 2 In light of References 2 and 3, NPPD commits to submit the CNS 10 CFR 50.48(c) LAR by April 27, 2012. Consistent with Reference 3, NPPD requests that enforcement discretion for fire protection issues be extended to correspond with the LAR submittal date. Per the revised Enforcement Policy, once the LAR is submitted, the NPPD understands that the enforcement discretion would then continue while the LAR is under review.
