In accordance with Reference 1, and as approved by the Commission pursuant to Reference 2, the licensees for the Duane Arnold Energy Center, Point Beach Nuclear Plant Units 1 and 2, St. Lucie Units 1 and 2, and Turkey Point Units 3 and 4, hereby commit to submit the License Amendment Requests (LARs) implementing 10 CFR 50.48(c) as follows:

Duane Arnold Energy Center on or before September 30, 2011 The date for submittal of the LAR for Duane Arnold Energy Center extends beyond July 1, 2011 while NextEra Energy Duane Arnold, LLC continues to monitor resolution of unreviewed fire PRA methodologies by a joint EPRI/NEI review panel. As has been previously discussed between industry and NRC, resolution of the fire PRA methodologies is currently expected in July, 2011 after which the EPRI/NEI review panel resolution of the fire PRA methodologies will be evaluated and will be discussed in the LAR, as applicable.

Page 2 of 2 Turkey Point Units 3 and 4 on or before June 30, 2012 Florida Power & Light Company has implemented modifications at Turkey Point Units 3 and 4 which reduce reliance on operator manual actions and decrease potential fire risks, and will be further described in the LAR submittal.

St. Lucie Units 1 and 2 on or before March 30, 2013 Florida Power & Light Company is continuing to consider plant improvements for St. Lucie Units 1 and 2 that could result in safety benefit.

Point Beach Nuclear Plant Units 1 and 2 on or before June 30, 2013 NextEra Energy Point Beach, LLC is continuing to consider plant improvements for Point Beach Nuclear Plant Units 1 and 2 that could result in safety benefit.

This letter contains no new commitments. However, this letter revises schedules previously submitted for Duane Arnold Energy Center, in Reference 3 and for Point Beach Nuclear Plant Units 1 and 2, St. Lucie Units 1 and 2, and Turkey Point Units 3 and 4, in Reference 4.

In addition, the licensees for the Duane Arnold Energy Center, Point Beach Units 1 and 2, St. Lucie Units 1 and 2, and Turkey Point Units 3 and 4, hereby request that NRC's grant of enforcement discretion for certain fire protection issues, as set forth in Section 9.1 of the NRC Enforcement Policy (Fire Protection Enforcement Discretion) be extended to correspond to the LAR submittal commitment dates. Pursuant to the NRC's grant of Fire Protection Enforcement Discretion, once the LARs are submitted, enforcement discretion would then continue until the NRC dispositions the LARs, consistent with Reference 1.
