During the reporting period of 2010, NextEra Energy Resources (NextEra) Point Beach Nuclear Plant (PBNP) conducted 2,214 drug and alcohol tests in accordance with 10 CFR Part 26. Random test rates are as follows:

BREAKDOWN OF CONFIRMED POSITIVE TESTS Management Actions For the reporting period of 201 0, five (5) workers were denied nuclear access after testing positive for drugs or alcohol. By test type, one (1) for cause - observed behavior test was positive, two (2) pre-access tests were positive, and two (2) random tests were positive.
5 1 For Cause - Observed Behavior Positive Test One (1) Licensee employee tested positive for alcohol. This individual was denied access. After completion of a treatment program, the individual was screened as an Initial Screening and was granted unescorted access to Point Beach Nuclear Plant (PBNP).

Additional Comments
- 1. There were no subversion attempts during the 2010 reporting period.
- 2. For the 2010 reporting period, all blind specimens submitted to PBNP's HHS-certified laboratory yielded expected results.
Reportable Events Point Beach Nuclear Plant had one (I) reportable event as defined in 10 CFR Part 26.719 during this reporting period. On June 29,2010, at 1355 (EST) a 24-hour FFD event report (EN 46053) was made to the NRC in accordance with 10 CFR 26.719(b)(Z)(ii).

Summary of Corrective Actions - 26.203(e)(2) 1 Analysis of Waiver Assessment Data:
During 2010, there were a total of 28 waivers utilized that documented 51 deviations. Twenty-six waivers were for inclement weather (a blizzard). There were two (2) waivers utilized for one (1) maintenance individual following a Unit 2 reactor trip to perform required emergent electrical system troubleshooting.
Analysis of Fatigue Assessment Data:
There were a total of 14 fatigue assessments performed during 2010. Thirteen (13) of the assessments were "for cause" following a minor injury to an individual and one (1) assessment was performed for an individual who selfdeclared fatigue.

Conclusions:==
During 2010, there were a total of 28 waivers utilized that documented 51 deviations. Twenty-six (26) waivers were for inclement weather (a blizzard). There were two (2) waivers utilized for one maintenance individuaif following a Unit 2 reactor trip to perform required emergent electrical troubleshooting. Face-to-face assessments were performed for all individuals who required a waiver.
