The proposed change revises the Fire Protection Program to eliminate the requirement for the backup manual carbon dioxide fire suppression system in the upper cable spreading rooms (UCSRs). The proposed change was submitted to resolve non -cited violations documented in References 2 and 3 for Braidwood Station and Byron Station, respectively.

On September 14, 2010, a teleconference was held with NRC Division of Operating Reactor Licensing personnel and EGC. During this teleconference, the NRC indicated that the license

September 20, 2010 U.S. Nuclear Regulatory Commission Page 2 amendment request could not be approved based on the information provided to date by EGC.

Based on this feedback, EGC is withdrawing the license amendment request and requests the NRC to provide the specific issues remaining to be resolved. References 2 and 3 describe the measures enacted pending final resolution of this issue, and these measures remain in effect regardless of EGC's decision to withdraw the license amendment request.
